 ter's degrees in Human Services and Professional Counseling. She's a trans
 formational leader with over two decades of child welfare experience drive
 n by her role as an adoptive mother. Currently serving as the Chief Execut
 ive Officer of Families Rising (formerly NACAC)\, Ligia collaborates with 
 experts to provide technical assistance to jurisdictions. She focuses on i
 mproving outcomes for North America's children\, youth\, and families. Lig
 ia strongly believes in transformational leadership as the key to child we
 lfare reform\, a belief nurtured during her participation in the Minority 
 Professional Leadership Development Program - AdoptUSKids for professional
